There's no need to sand them first (unless you really have a desire to spend countless hours amist dust).   Instead, you can pick up a de-glosser available at your local hardware store - there are several on the market.  It goes on like paint and will remove both grime and gloss.  Just follow the manufacturer's instructions carefully. Don’t forget the mask and gloves (and good ventilation!) because while it works well, it’s a serious chemical you don't want to inhale.

After that. Pick up a great primer then pick the color of paint and paint away!

If you are wanting to stain your cabinets, then of course you are going to have to sand and sand.
